In Part 23, Article 244 of the Constitution of Nepal, there is a provision in each province to have a Provincial Public Service Commission and the constitution, functions, duties and powers of the commission shall be in accordance with the provincial law. Accordingly, on 17 Bhadra 17, 2076, the State Public Service Commission Act, 2076 came into effect and on the recommendation of the committee as per section 3 of the Act, the honorable chairman and members of the commission were appointed by the honorable provincial chief on 9 January 2076, and the State Public Service Commission was formally formed in this province No. 1.
According to the provisions of sub-section 1 of Section 3 of the Act, the Provincial Public Service Commission shall consist of three members including the Chairman. The state and local level organized cleanliness, fairness and merit system in the selection of suitable candidates for the positions of local government services and organized organizations at the local level. The State Public Service Commission has been formed with the aim of adopting the merit system keeping in mind the public administration to be competent, strong, competitive, responsive, service-oriented and inclusive.
